The EU has been alleged to deliberately use NGOs, non-governmental organisations, to promote a pro-EU agenda to the wider public under the guise of civil society. The Union has accrued more and more power over its member states by funnelling money to advocacy groups in times of crisis, that can promote further EU integration.
